Norwegian People's Aid (NPA) is an Oslo-based Humanitarian organization working in the fields of Mine Action and Development. We have operated in Vietnam since 2010 with projects in Hanoi, Hue and Quang Tri. NPA Vietnam is seeking for qualified, enthusiastic, experienced Vietnamese applicants for the position Logistics Assistant based in ERWRRP Project in Hue City with travels to field and other NPA Vietnam Projects.

General Responsibilities:
Under the supervision of the HR Admin Manager, the SHRO oversees and manages HR administrative procedures and other tasks to ensure effective and efficient HR administration of all NPA offices and project offices in line with all current NPA HR policies and procedures.
General:
- Assist HRAM in organizing HR events: annual orientation, trainings, coaching ... for all NPA staff
- Assist HRAM in procedures and paperwork for recruitment, contracting and leaving staff
- Update and record the job evaluation for all jobs in organization.
- Register for the changes in staff and ensure that registration done for all NPA staff to respective local authorities
- Track and report monthly timesheet/ Personnel database for all NPA employees
- Responsible for administering the overall NPA personnel filing system and updating personnel management system monthly, not only in hard copy but also in soft files on Knowledge Base, Share Point and HR Software.
Compensation:
- Calculate payroll for HN staff and ensure other office/projects’ accurate payrolls for HRAM’s final review; arrange timely and accurate payment requests of monthly payroll for NPA Country Director’s approval and overseeing the issuance monthly payslip to all employees.
- Ensure the end-of-employment checklist procedure done properly for the final compensation, severance allowance and other paperwork for leaving employees.
- Assist HRAM in participating in salary and benefit survey.
- Evaluates jobs for developing compensation and benefits program when required.
- Submit monthly report (manpower) to HRAM, Country Director or other report related when required.
Benefits:
- Oversee of social and health insurance and other insurance benefits for employees monthly and upon case-by-case basis in coordination with respective HR/Admin staff in field offices.
- Contact social, health offices and labor authorities on providing social insurance book and health care card for employees as per local law.
- Oversee private Health-Accident Insurance for employees including but not limited to: assist in finding suitable insurance provider annually, timely update changes on staff list to Insurance
provider, assists employees in claim procedures, request scheduled payments as per contract and settle contract at due time
- Prepare paperwork to Social Insurance monthly for HN office staff and supervise field office staff to ensure they do it in a timely manner as per mandatory requirement.
Perform other tasks and duties assigned by HR Admin. Manager

NPA Vietnam Program is seeking for qualified, enthusiastic, experienced Vietnamese applicants for the full time HR-Admin Manager (HRAM) based in Hanoi with travels to field offices in provinces as work required.
General responsibilities
The Human Resources-Admin Manager originates and leads Human Resources-Admin practices and objectives that will provide an employee-oriented; high-performance culture that highlights quality, productivity, and standards; goal attainment, and the recruitment and ongoing development of a good workforce of NPA Vietnam projects. This will be within the Vietnam policy and strategy framework and in line with global NPA strategy and NPA mine action policy.
The Human Resources-Admin Manager coordinates the implementation of personnel services, policies, and programs through Human Resources staff; reports to the CD; assists and advises the program/project managers about Human Resources issues.
Responsibilities
• Oversee the implementation of HR-admin programs through HR-admin staff. Detect improvement opportunities and resolve difficulties.
• Develop and provide the CD with personnel annual budget for each and all projects program-wide including the NPA VN National Office and monitor it year round.
• Recommend for selection and administer the contracted lawyer and training specialists, and coordinate NPA VN use of insurance providers, and other outside sources.
• Carry out a continuing study of all HR policies, programs, and practices to keep management informed of new developments.
• Manage the development and maintenance of the personnel sections of both soft: on Sharepoint and Knowledge Base; and hard filing systems in NPA VN National Office and Project Offices
• Utilize the sharepoint system for HR administrative tasks across the nation (Timesheet tracking, leave request, travel request, training needs assessment) and to provide information to HO
Recruitment and Staffing
• Establish and lead the standard recruitment and hiring practices and procedures necessary to recruit and hire a competent workforce.
• Interview management and executive position candidates; serves as part of the interview team for position finalists.
Compensation and Benefits
• Establish and recommend to CD for approval on the organization wage and salary structure, pay policies, and oversee the variable pay system within the organization including bonuses and raises.
• Monitor all pay practices and systems for effectiveness and cost containment.
• Lead participation in at least one salary survey everyother year. Monitor best practices in compensation and benefits through research and up-to-date information on available products.
• Lead the development of benefit orientations and other benefits training for employees
• Recommend changes in benefits offered, especially new benefits for employee satisfaction and retention
Training and Development
• Coordinate all HR training programs, and assigns the authority / responsibility of Human Resources and managers within those programs. Provides necessary education and materials to managers and employees including workshops, manuals, Local Personnel Policy.
• Lead the implementation of the performance management system
• Establish an in-house employee training system that addresses organization training needs including training needs assessment, new employee induction and periodical orientation, management development,
• Lead the development of the training program. Maintains employee training records.
Employee Relations
• Recommend HR policies and objectives for the organization on any topic associated with employee relations and employee rights.
• Partner with management to communicate HR policies, procedures, programs, and laws.
• Recommend employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation. Conduct periodic surveys to measure employee satisfaction and employee engagement.
• Discuss and share with managers in their communication, feedback, recognition, and interaction responsibilities with the employees who report to them.
• Assist CD in conducting investigations when employee complaints, concerns or incidental reportings are brought forth.
• Monitor and advise managers and supervisors in the progressive discipline system of NPA VN. Monitor the implementation of a performance improvement process with non-performing employees.
• Review, guide management recommendations for employment terminations.
• Lead the implementation of NPA VN safety and health programs
Law
• Lead program/project compliance with all existing governmental and labor legal and government reporting requirements. Maintains minimal organization exposure to lawsuits.
• Direct the preparation of information requested or required for compliance with laws. Approve all information submitted. Serve as the primary contact with the organization employment lawyer and outside government agencies.
• Protect the interests of employees and the organization in accordance with its HR policies and governmental laws and regulations. Minimize risk.
Organization Development
• Assist CD to develop and manage a program-wide process of organization development that addresses issues such as succession planning, staff training - development, key employee retention, and change management.
• Manage employee communication and feedback through channel meetings, suggestion programs, staff surveys,
• Keep the CD and the executive team informed of significant problems that may affect the achievement of NPA VN goals, and those that are not being addressed adequately at the line management level.
