Job summary:
Responsible for the implementation, maintenance and day-to-day administration of the Safety Management System (SMS) throughout the organization on behalf of the Accountable Manager and senior management.
Responsibilities and accountabilities:
• Develop and manage the JPA’s Safety Management System, including its associated documentation system, to ensure that it meets all regulatory, Jetstar Group and internal requirements and expectations;
• Develop and manage the JPA’s Emergency Response Plan (ERP), for Head Office and all operational ports, including proposed new ports, and ensure that the ERP meets all regulatory and internal requirements and expectations;
• Manage and continually improve the JPA’s Flight Data Monitoring system and programs;
• Manage the safety occurrence reporting program and database to promote a positive safety reporting culture and to ensure the effective implementation of Just Culture at JPA;
• Manage hazard identification and risk management analysis of data from Flight Data Monitoring, Line Operations Safety Audits (LOSA), and Safety Reports;
• Initiate and manage accident/incident investigations in accordance with the Vietnam Aviation Regulations (VARS), International Civil Aviation Organization (ICAO) Annex 13 and Group standards;
• Monitor corrective safety actions to ensure accomplishment and effectiveness;
• Monitor activity in all operational departments, to ensure that the safety standard required by the CAAV, and any additional requirement defined by JPA, are provided under the supervision of the GMSQA;
• Act as key focal point on all matters relating to safety and Occupational Health & Safety (OH&S) in the airline and to work with departments to facilitate resolution, if required;
• Analyse data, to identify trends and hazards, for inclusion in key reports/recommendations to management and/or key stakeholders;
• Ensure monitoring of internal and external developments to identify emerging risk factors and their relevance to JPA safety;
• Ensure policy development and implementation of activities that could affect health, safety and wellbeing (OH&S) of customers, employees and operations;
• Partner with business to reduce asset damage/loss, injuries to staff and customers in relation to operational safety and continuing decline in risk occurrence indices;
• Monitor safety performance and regularly update the GMSQA and JPA management team of current safety concerns;
• Organize staff safety training and competence enhancements;
• Develop, implement and manage the safety communications program;
• Communicate and interact with domestic and international safety organizations, aircraft and original equipment manufacturers, regulatory authorities and other operationally relevant external entities on matters of industry safety concerns;
• Develop and enhance close person relationships with CAAV;
• Deputise for the GMSQA in periods of planned or unplanned absences or as delegated;
• Manage the performance of the operational safety analysis programs, including flight, cabin, ground, cargo and technical;
• Ensure communication and coordination with appropriate operational managers.
• Perform such other duties as assigned to him by the GMSQA.
