OVERALL PURPOSE OF THE JOB
The role of the HSE Manager is to, in consultation with the Vice President – HSE (Rest of Asia), develop and implement measureable best practice policy and procedure to increase service quality to enable the management of the health, safety and wellbeing of employees and the environment. The HSE Manager will lead the Site/Country HSE Officer, set the direction, facilitate and support the development of a safety culture and reduction of risk through pro-active identification and management of risk in the business. A strong focus will be placed on continuous improvement of the overall safety performance as evidenced by the monthly Safety Performance reporting month on month and year on year.
ACCOUNTABILITIES
• Build capability to enable the Site leadership teams to implement the Toll HSE strategy.
• Provide leadership to the HSE Officer and the operation team.
• Provide HSE specialist and managerial support across the Country to prevent fatalities, injuries, disease and ill health
• Translate and implement the Group HSE strategy and development of Country HSE Plan
• Provide site leadership teams with coaching, mentoring and HSE technical support to prevent fatalities, injuries, disease and ill health
• Influence organisational change to drive a positive HSE culture and achieve objectives and targets.
• Supporting the business to implement the Health, Safety and Environment (HSE) Management System
• Inspires individuals and the team to take ownership for delivering against business goals;
• Motivates and monitors performance so team deliver outstanding and sustainable results that support business priorities
• Actively builds organisational capability by educating others around own knowledge and expertise
PRIMARY RESPONSIBILITIES AND DECISIONS/ LEVEL OF AUTHORITY
● Coach and mentor the Site Managers and site leadership teams on strategies and activities to foster a positive safety culture
● Lead the development of the Business Unit Strategy including a Strategic Health & Safety Plan, Operational Implementation Plan and leading the implementation of both plans.
● Lead the country HSE professional, including coaching and mentoring to drive a safety obsessed culture.
● Oversee, lead and manage site involvement in the HSE governance processes including HSE audits, incident management activities and reviews for continuous improvement.
● Lead the implementation and maintenance of external HSE certifications
● Identify HSE legislative requirements and changes as it applies to their State and with the agreement and approval of management integrate into the HSE Management System
● Accountable for ensuring the implementation of a rigorous incident investigation process, including appropriateness of corrective actions to prevent a recurrence and eliminate or otherwise minimise risk.
● Provide HSE specialist advice and technical support as required.
● Manage the HSE risk profile, risk assessment and risk management processes for the sites within your State(s) and Territories
● Lead and support organisational change to achieve a positive safety culture and achievement of HSE objectives and targets throughout the sites.
● Ensure all operational activities comply with applicable laws and regulations and Toll’s codes of conduct within the State(s)
● Engage with the Site leadership team to ensure HSE responsibilities and expectations are understood and enacted by all
● Interpret and analyse Site HSE trends and provide written and oral reports to senior leaders

In order to succeed in this role, it is expected that you will have:
Knowledge/Experience
● Prior experience participating in and conducting audits and corrective action planning
● 5+ years in a HSE leadership role in large organisation
● Experience in working in supply chain with leadership capability of warehousing, transport, chain of responsibility and regulatory compliance will be an added advantage
● Experience in relationship management of both internal clients and external stakeholders.
● Proven track record in influencing senior stakeholders in leading health and safety
● Excellent working knowledge of HSE
● Incident Investigation
Technical/Professional Skills required
● Extensive knowledge of HSE legislation, industry standards and management system standards (e.g. ISO45001 / OHSAS18001 & ISO14001).
● Process improvement
● High level of Microsoft skills in Word, Excel and PowerPoint
● Strong planning and organisational skills
● Project Management
● Strong written and verbal communication skills
● Able to communicate in English
Qualifications – Education and/or professional
● Tertiary qualifications, or equivalent industry experience in HSE
● Professional qualification as required by the local regulatory requirements
