WORK CONTEXT / BACKGROUND:
World Vision is a Christian relief and development organization working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of around US$ 19,000,000 (FY18) with funding from 14 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and PNS/grants (30%). WVV employs about 440 staff, of which more than 99% are Vietnamese nationals.
In FY18, World Vision Vietnam is implementing 37 Area Programmes (APs) which operate in 5 zones: North (Hung Yen, Hoa Binh, Hai Phong and Dien Bien), Yen Bai – Tuyen Quang, Thanh Hoa, Centre (Quang Tri, Quang Nam – Danang) and South (Quang Ngai, Binh Thuan, Ho Chi Minh, DakNong). Usually, WVV’s APs focus within one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVV’s Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Private Non Sponsorship (PNS) and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.
The Senior Executive and Government Relations Officer’s work scope mainly focus on building/nurturing the government relations at high level and the facilitation of legal and administrative procedures to ensure a legal framework for WV’s operation at both national and local level.
PURPOSE OF POSITION:
To support the National Director in maintaining strong and effective government relations as well as facilitating high level visits/visitors of WV.
To support the National Director in handling logistic and administrative tasks concerning “It takes a world to end violence against children” Campaign.
Government Relations
• Facilitate effective working relationship with relevant Ministries (MOFA, VUFO, PACCOM, Ministry of Health, Ministry Of Labor Invalid and Social Affairs, MOET...) and other key government partners (for instance People’s Committee at all levels where WVV operates, relevant provincial Department of Foreign Affairs).
• In coordination with Grant Acquisition Management and Public Engagement (PE) departments and Technical Program Managers, facilitate promotion of the work of World Vision Vietnam by nurturing the network and established strategic alliances with Government agencies/partners, the UN agencies, Embassies, various INGOs, Research Institutions, and Universities etc.
• Prepare for ND to meet and participate in meetings with government ministries, partner governments, UN Agencies, INGOs and local non-government organizations.
• Advise on legal and administrative requirements/ procedures concerning all kind of permits for WVV’s operation in Vietnam. This includes all the Government Decree 12 on managing INGOs, Decree 93 on management and utilization of INGO funding, Immigration law, PIT and Social Insurance Law for expatriates. Secure the obtainment of key documents such as Head Office Permit, Project Office Permit, the Certificate for the Micro Finance Program, Project Approval, MOU/Partnership Agreement, at both national and local levels, visitors’ entry visa/visit permission and international staff’s visa/work permits
• Prepare biannual/annual reports on WVV activities to be submitted to Government at central (PACCOM/VUFO) and provincial levels, other adhoc reports as required.
• Ensure the Operations Director and Zonal Managers understand and follow the advices and good practices of WVV on government relations.
Executive Support
• Ensure effective and tactful communication and correspondences from the National Director Office to external stakeholders, particularly Government partners.
• Acts as a focal person in arranging meetings for the National Director with high level government officials at central and provincial levels.
• In cooperation with the Operations and PE/Communication staff, organize events between WVV, Government partners and donors (including Corporates, and foreign governments)
• Coordinate logistics for high level visits of WV; SLT/SMT meetings as well as other executive meetings for the National Director.
• Assist the National Director in compiling WVV’s monthly management report to be submitted to Regional Leader as required.

Knowledge, Skills, Abilities:

• Bachelor Degree in Social Sciences, preferably in business administration, international development, policies management, or equivalent.
• Understanding of WV’s Christian identity, values, strategy, approaches, operations and ability to represent WVV well with high level government partners and other key external stakeholders.
• Excellent communication skills in both English and Vietnamese
• Good interpersonal skills and ability to build positive relationships, influence, liaison and networking with different stakeholders.
• Strong planning and organization skills
• Strong negotiation and problem solving skills.
• Ability to work effectively under pressure or stressful conditions
• Computer proficiency in word processing, Power Point, Lotus Notes and other internet applications
• High level of confidence, confidentiality and integrity
• Commitment to World Vision Mission Statement and Core Values
At least 3 to five years of working experiences on government relations in large development agency.
• Work with various stakeholders: government officials, coalition members from other NGOs, colleagues within WV offices
• 10% domestic travel is required.
