Organizational Accountabilities
1. Where applicable, provide a healthy and safe workplace under your control, including adequate instruction, information, supervision and training to your Team for them to perform their work in a safe manner. Position Accountabilities:
1. Lead the planning, development and implementation of an integrated and effective infrastructure strategy aligned to the strategic goals of the company.
2. Provide high level strategic and operational advice on the full range of development and construction operations, maintenance planning, physical facilities services, and on all aspects associated with the delivery of Projects and program to the Head of Projects. Specifically this includes accountability for advice regarding the infrastructure and physical masterplanning, project costing, programming, design standards, tendering, contracts and construction of a Project.
3. Maintain overall coordination of projects including service delivery to ensure that outcomes are controlled in terms of budget, quality and time.
4. Ensure the development, control and adherence to professional and technical standards for projects to ensure projects meet budget, safety and time criteria.
5. Ensure all facilities achieve statutory and regulatory compliance and meet the functional, quality and performance standards defined in the project brief and Design Standards Guide and any other approved policy documents to contribute to the continuous improvement of the Company.
6. Establish, review and ensure compliance with policies and procedures to deliver all projects in accordance with Codes of Practice for the Building and Construction Industry, Company policies and procedures and relevant government policies and procedures to achieve construction industry best practice.
7. Develop effective monitoring and reporting systems to provide to senior management within the Company, continuous expert advice at both the project and program level and key factors affecting satisfactory delivery of the strategic physical planning, the capital program and service provision.
8. Lead and manage the efficient provision of an extensive range of construction related services to meet the specific construction and operational services requirements across the Company.
9. Establish and manage the complete cycle for service agreements (business case, tender process, letting of contract, contract performance reviews) as appropriate to support cost effective, measurable, quality services.
Management Accountabilities:
1. To ensure appropriately skilled and motivated staff in the Project Team(s) by recruiting skilled staff, developing staff regarding current practices, implementing a performance management model, providing a quality working environment and fostering a climate of teamwork and mutually supportive appropriate risk taking and trust.
2. Develop implement manage and report on an effective financial plan and budget; monitoring and approving activities in accordance with the Company’s Business Plan, budget and financial procedures.
3. Provide high-level leadership and guidance to staff members in the portfolio to ensure achievements in all of their duties;
4. Ensure policies, procedures and guidelines are in place, and are effectively communicated and deployed throughout construction projects.
5. Provide high level support, advice and reports to the Head of Projects, on development and construction strategies and compliance matters.
